Greensboro’s New Housing and Neighborhood Development Director

GREENSBORO, N.C. — The City of Greensboro has announced the appointment of Samuel Hunter as the new Director of the Housing and Neighborhood Development Department, effective Wednesday, September 17.

Hunter, a Greensboro resident, most recently served as the Assistant Director of Neighborhood Services for the City of Winston-Salem. Since October 2023, he has overseen divisions including Code Enforcement, Lending, Community Engagement, and Housing Services.

Experience in Housing and Community Development

Hunter began his career with the City of Winston-Salem in 2019 as a Planner before advancing to Project Manager. Over the years, he developed and facilitated commercial and residential rehabilitation programs in underserved neighborhoods.

In his most recent leadership role, he also managed a $30 million Choice Neighborhood Initiative budget, resulting in the creation of over 600 affordable homes.

“Mr. Hunter joins the City of Greensboro with the unique skills of administering neighborhood improvement programs,” said Assistant City Manager Nasha McCray. “As the City advances the Housing GSO and Road to 10K housing initiatives, Samuel will be instrumental in shaping and implementing a comprehensive housing strategy for Greensboro.”

Hunter’s Vision for Greensboro Housing

As the new Housing Strategy and Development Director, Hunter will be tasked with:

  • Collaborating across sectors to remove housing barriers
  • Prioritizing affordability citywide
  • Driving innovative housing solutions
  • Leading cross-departmental strategies for development, policy, and funding
  • Leveraging both state and federal resources for maximum impact

Greensboro is experiencing rapid growth, making this an exciting time to lead this department,” said Hunter. “Forming strategic partnerships with private sector and nonprofit stakeholders will generate investment in Greensboro, resulting in a variety of housing options for all residents at a time when the market is scarce.”

Education and Background

Hunter earned a Bachelor of Science in Urban and Regional Planning from East Carolina University and a Master of Public Affairs in Local Government Management from UNC-Greensboro.
