City Welcomes Tiffany Oliva As Assistant City Manager

GREENSBORO, N.C. — The City of Greensboro has officially announced the appointment of Tiffany Oliva as Assistant City Manager, effective Wednesday, November 12.

City Manager Nathaniel “Trey” Davis made the announcement, noting Oliva’s broad experience across both city and county government, including her recent role as Assistant Town Administrator for Operations in Brookline, Massachusetts. Before that, she served as Director of Intergovernmental Affairs & Strategic Initiatives for the City of Winston-Salem and Program & Fiscal Recovery Manager with Guilford County.

During the pandemic, Oliva managed one of the region’s largest federal funding initiatives—over $150 million in American Rescue Plan Act funds—which supported housing security, public health, broadband expansion, and critical water and sewer infrastructure.

Ms. Oliva is vested in the Piedmont Triad, touting experience in both city and county government, plus she brings an outside perspective from Massachusetts,” said City Manager Davis. “Greensboro will benefit greatly from her ability to lead major infrastructure projects during this time of unprecedented growth.”

As Assistant City Manager, Oliva will oversee several key departments, including Engineering & Inspections, Planning, Solid Waste & Recycling, Transportation, and Water Resources.

“It is an honor to return home to Greensboro,” Oliva said. “I am grateful for the opportunity to give back to the community that shaped who I am and to help ensure our infrastructure supports the city’s rapid economic growth.”

Oliva’s accomplishments extend beyond municipal management. She previously served on Governor Roy Cooper’s Advisory Council on Hispanic/Latino Affairs and the Guilford County Juvenile Crime Prevention Council. She was also recognized by Triad Business Journal as a ‘40-Under-40’ honoree and is a proud graduate of the Greensboro City Academy.

Oliva earned both her Bachelor’s degree in Public Policy and Master’s in Public Administration from the University of North Carolina at Chapel Hill and is currently a doctoral candidate in Leadership Studies at NC A&T State University.

She also completed the Senior Executives in State & Local Government program at the Harvard Kennedy School of Government.

Her appointment marks a strong step forward for Greensboro’s leadership team, as the City welcomes Tiffany Oliva as Assistant City Manager to guide essential departments and help shape the city’s next phase of growth.
