Disappointing: Fort Bragg Soldier Charged with Kidnapping and sexual attempt with juvenile

ABERDEEN, N.C. – A Fort Bragg soldier charged with kidnapping and soliciting a juvenile for unlawful acts was arrested last week, Aberdeen police confirmed Tuesday.

Fort Bragg Soldier Arrested in Connection to Missing Juvenile

Authorities launched an investigation after receiving a report of a missing juvenile on January 26. The case led them to 20-year-old Dustin Ray Goodroe, an active-duty soldier at Fort Bragg. Investigators determined that Goodroe engaged in explicit online conversations with the minor before soliciting her for sex.

On February 14, officers from Aberdeen and Moore County, assisted by Fort Bragg’s Criminal Investigation Division, tracked down and arrested Goodroe. He now faces charges of felony solicitation of a minor by computer device for an unlawful sex act and first-degree kidnapping. His bond was set at $150,000.

More Arrests Connected to the Case: Fort Bragg soldier charged with kidnapping

Police confirmed that Goodroe’s arrest is linked to two other suspects.

On February 5, officers arrested 27-year-old Charles Raymond Owens of Hertford, who also had explicit communications with the same juvenile. Owens faces multiple charges, including first-degree sexual exploitation of a minor, abduction of a child, indecent liberties with a child, and solicitation by computer.

In a separate but related case, authorities previously arrested Isiah Kristopher Steed for abducting a 15-year-old girl from Aberdeen. The FBI and North Carolina SBI used the victim’s phone to track her down in Michigan. Steed is charged with second-degree kidnapping and remains in custody, along with Goodroe and Owens.

The Fort Bragg soldier charged with kidnapping is expected to appear in court as the investigation continues.
